A Balaur commander is in the process of ascending into a dragon. We have no idea what the full extent of an ascended dragon's power would be, but it would be far more deadly than before...perhaps even Dragon Lord level.

We can't let the transformation complete. Go to the Transidium Annex and meet with Herailt. He will tell you what he knows.

Remember, you'll need the Panesterra Conqueror title from the fortress battle victory in order to enter the Annex.

Unfortunately, the controllers of other fortresses in Panesterra are also here. So we must pay mind to them as well.

Defeat the enemy and bring down the dragon before it ascends--that is our mission here.

Don't forget about the enemies that will surround you as you fight the dragon. You may even be able to benefit from any damage they bring to Ahserion.

You can also use the chariots and flame vehicles inside the Hangar in the Outer Path of Ahserion's Flight. You can board them after destroying the control device.

Expect it to be a challenge, but I have faith in you.

Go to the Transidium Annex and meet with Herailt.

After capturing the fortress, you met with an escort inside the fortress who told you that Ahserion is ascending into a dragon.

Ahserion must be stopped before growing into a powerful dragon, so you were asked to go to the Transidium Annex to stop the ascension.

After entering the Annex, you met with Herailt, who said members of other factions have also come and told you it'll be a challenge, but you must be awesome.
