You can get Windwisp's Membrane by going to Heiron and catching the Shifting Windwisp.

Well, here you go. I fixed it. I think this flute can be used to summon an Acheron Drake. You'll know for sure if you test it.

I recall reading about a Teleport Statue in Heiron, at Drake Temple Ruins. If you teleport to upstairs, you should see the Drake Stone Statue.

Play the flute there, an Acheron Drake should appear.

2. Collect Flute Repair Kit and take them to Utsida.

3. Wait until Utsida restores the flute.

When you went to the Drake Temple Ruins and played it, a Acheron Drake named Akairun of Medeus appeared.
