Blue Balaur Blood can only be found in certain noble strains of Balaur. Lazy Dragashum, Instructor Afrane, or Greatscholar Jaadis would have it for sure, but there may be the rare rank-and-file Balaur with blue blood.

All the Balaur of Draupnir Cave have Balaur Rainbow Scales, though.

So, go beat those Balaur down until you've got enough. Faith and arms, your character.
