There was a fragment of the Aion Tower deep in Taloc's Hollow? Then the turmoil inside Taloc was a result of the Cataclysm... now it makes sense. Celestius was a parasite, sucking the energy out of the fragment, which contaminated the Aether that normally flows freely from Taloc.

And the Artificial Aether Generator broke down because of the contaminated energy discharged by Taloc's Messenger! Mystery solved, then.

As soon as you defeated Celestius who was absorbing all of the Aether inside Taloc, the flow of energy became normalized and the Artificial Aether Generator started to run again.
