To get there, you gotta take the Windstream at the Expedition Campsite. Don't worry, that one didn't change. Then kill those Ruined Hurrikanes!

Sorolov is frustrated that her Windstream maps keep changing because of the influence of Ruined Hurrikanes.

You followed the Windstream at the Expedition Campsite to reach the Dragonrest. There, you killed Ruined Hurrikanes and returned to Sorolov's total praise or some junk.
