I'm not too familiar with Beluslan, so I don't know where else these scrolls might be useful.

My suspicion is that the fortress staff would know where best to use them.

I would like you to deliver this bundle of scrolls to the fortress, your character.

Head to Beluslan Fortress and deliver this bundle to Centurion Hod.

Tell him these scrolls contain fire magic, and he should distribute them as he deems fit.

And don't forget to tell him they're scorchingly good against the undead.
