If you can't find him, roast some birds. It'll turn up.

Go to the Revenge Valley, catch Kelaino, a thief, take Kelaino's necklace, and give it to Crios.

Crios offered to split Kelaino's bounty if you'd extract him from Revenge Valley.

You scouted Revenge Valley but couldn't find Kelaino. Remembering Crios' comments, you found he'd become a Virago.

You ended his misery and Crios paid up as promised.
